Ciheb is comprised of a network of international experts who work with local stakeholders to combat infectious and non-communicable diseases in resource-limited regions of the world. Ciheb employs more than 850 program staff in eight countries, providing technical assistance at the facility, community, and national programming level. Ciheb’s headquarters is part of the University of Maryland Baltimore (UMB).
The University of Maryland, Baltimore (UMB), University of Maryland School of Medicine’s Center for International Health, Education and Biosecurity (CIHEB), part of the Institute of Human Virology (IHV), is currently comprised of a global team of more than 500 personnel in eight countries in Sub-Saharan Africa. CIHEB is providing care and treatment to hundreds of thousands of HIV patients, training and educating health workers, building human capital in the area of new business development and communications, conducting evaluation studies and implementing evidence-based interventions and research studies in Botswana, Kenya, Malawi, Mozambique, Nigeria, Rwanda, Tanzania, and Zambia.
Currently, CIHEB is recruiting for a Cost Manager. The Cost Manager works together with proposal management, technical, program and finance staff in international field offices and Baltimore to pursue funding to support
CIHEB’s mission. The Cost Manager provides strategic cost guidance for country offices and proposal and technical teams, and ensures the successful completion and responsiveness of cost proposals to all donors. This position will focus on international pre-award functions but will also have responsibility for lifecycle award management.
This position will require 10% of international travel.

Provides expert direction for unit and/or team of research administration staff in regard to strategic cost guidance for country offices. Responsible for the creation of budget development tools, templates, and guidelines. Ensures department grants and contracts comply with all federal and state legal requirements and UMB policies prior to review by the Office of Research & Development.
Develops and implement policy statements and annual project plans. Provides direction for operational aspects of contracts and grant management business operation matters relating to costing. Assists in the development of the department’s research strategic plan in accordance with UMB priorities. Provides PI and management with adhoc reports in support of strategic plan.
Manages the preparation and review of grant and contract budgets and cost proposals. Analyzes past spending and attains quotes as needed for accurate cost proposals. Provides guidance on staffing and budgetary requirements.
Reviews, interprets, communicates, and ensures sponsor guidelines are in compliance and eligibility information is defined within proposals. Interacts directly with designation sponsor representatives to clarify ambiguous terms and conditions, and to request supplemental funding, no cost extensions, and other administrative requests.
Manages and develops cost proposals and continuation applications working with country, program and technical teams; including pricing and/or fee strategy, budgets, cost share, budget narrative, and ensuring compliance with solicitations.
Manages all financial transactions, documentation, and sub awards. Ensure PI maintain proper spending of all research funding. Investigates outstanding payments from deliverable project. Performs close out audit to ensure all payment have been received in line with the cost analysis.
Identifies issues and independently resolve and assist others in issue resolution as needed. Anticipates roadblocks and able to independently resolve.
Develops criteria for review of grant and contract applications in regard to costing needs. Reviews and interprets funding guidelines and regulations and advises faculty as to policies and procedures of those agencies. Identifies future funding opportunities and works with PI to identify components.
Develops timeline to meet submission deadlines and checklist of required documents and adjusts timeline to adapt to change. Recommends overall adjustments in effort allocation and spending across investigator portfolio.
Consults with PI to translate program requirements into contract terms and are accounted for in costing projections.
Develops safeguards to ensure the integrity of grant administration or contracts and protects the University from financial losses. Ensures sub awards are in compliance with terms and conditions of the award.
Manages technical and programmatic components of proposal development process as assigned throughout lifecycle.
Interprets data for the purpose of determining past financial performance to develop and prepares financial reports for financial analysis, forecasting, and trending. Devise financial reporting tools and reports.
Models and trains staff on the consultative approach to problem solving and negotiation with internal and external constituents to achieve unit’s goals.
Performs other duties as assigned.
Education: Bachelor's degree, preferably in finance, global health or related field. Master's degree preferred.
Experience: Six (6) years years progressively building research administrative background with at least 4 years in full life-cycle research administration.
Preferred: Experience in finance, costing, and/or program management experience. Experience with US government funders is preferred.
Other: Financial disclosure reporting required by State of Maryland Ethics Committee.
